Changes within Utility Billing Procedures
- Rental Properties: Utility accounts will remain under the homeowner's name. As the homeowner you can request that a copy of the bill to be sent to the property address. It will be addressed to "Current Occupant," because the City does not keep record of tenant names. Any payment arrangements can be handled privately between the owner and renter.
- Snowbird/Vacant Properties: The City will no longer pause garbage, organics, or recycling billing for seasonal residents ("snowbirds") or vacant properties. This change follows Hennepin County Ordinance 13, which requires all residential properties to be charged for recycling and organics services. In addition, the City is billed monthly by contracted haulers for all refuse services, regardless of occupancy status. To maintain affordability and consistency in service delivery, refuse billing will continue even when a property is unoccupied. We appreciate your understanding and cooperation.
- Credit Card Fees: Effective January 12th, 2026, credit and debit card processing fees will be added by the payment processor and charged directly to the customers. These fees are set by the processor and does not go towards the City of Champlin.

- GRANT OPPORTUNITY - The Community Action Partnership of the Hennepin County water program help residents pay past-due water bills. Eligible applicants may receive funds paid directly to their water provider. Applications will be available in the Spring.

- City of Champlin offers an Autopay Program. View the Autopay Application (PDF).
- Pay your utility bill online by credit card or call 1-877-520-8732. There is a processing fee plus a convenience fee for all credit and debit card transactions.
