Construction Duration: To Be Determined
Valley Forge Lane was constructed between 1974, and the total length of the street is approximately 0.63 miles. Overtime the street showed signs of accelerated deterioration with significant cracking and settlement making it become brittle. A pavement condition index (PCI) rating was done in 2022 and 2023 to this area with the values between 2 and 73. Based on the analysis it is recommended to do a full reconstruction on Valley Forge Lane.
Construction Duration: Summer 2026
The residential streets located within this project were originally constructed between 1967 and 1994. The total length of these streets is approximately 2.5 miles. Overtime the streets have become brittle due to age and general wear and tear. It is recommended this project undergo a reconstruction by full depth reclamation.
Construction Duration: 2025 & 2026
Since 2016, the City of Champlin has been working with the City of Brooklyn Park to plan the reconstruction of our border roadway, 109th Avenue North. Because it is a shared boundary roadway, each City is responsible for contributing to roadway improvements. In early 2023, the cities contracted with a design consultant to start the detailed design process for the project. Proposed improvements include the construction of a 4-lane divided roadway with curb and gutter from Winnetka to Jefferson Highway. Intersection improvements include the addition of turn lanes and signal improvements at Highway 169, upgrades to the current signal at Winnetka, the addition of a signal at Xylon Lane N, and the construction of a roundabout at Jefferson Highway. The cities have spent time seeking funding for this project and have successfully secured approximately $13 million.
The construction of the project will take place in 2025 and 2026.
- Will I always have access to my driveway?

Access to all properties will be maintained for the vast majority of this project. However, there may be times during the day when you may not be able to access your driveway due to utility repairs, street paving, or other work, but generally access will be provided at the end of each day. With that being said, access may be unavailable for approximately seven days following any concrete curb or driveway replacement work. Residents will be provided notification when possible during the project when access to their homes will be restricted.
- Can I park on the street?

During construction, we will ask that all residents refrain from parking on the street. There are certain construction activities, i.e. curb replacement, where you will be required to park on the street. We will notify you prior to curb placement and let you know where you can park.
- Will delivery or removal service be disrupted (mail service, UPS/FedEx/Amazon, and garbage services)?

The City will coordinate with the Post Office, delivery services, and garbage service during periods of limited access if deemed necessary.
- Where will I be able to pick up my mail?

During construction, most residents will be using temporary mailboxes located at the outside the project limits. Upon the completion of the project, mailboxes will be replaced or reinstalled as necessary.
- How will the school bus pick up my children?

The City will coordinate with the bus company to determine if an alternate pick‐up location is required during construction. If a new location is required, the affected residents will be notified.
