Mississippi Drive Area Street and Utility Improvement Project No. 22402
Construction Duration: April 2024 - September 2024
The project consists of street and utility improvements to neighborhoods near or on Mississippi Drive, south of Shores Park, east of West River Road, down to Vera Cruz Ave. This area of streets has been deteriorating over time, due to traffic load and general wear and tear. Extensive potholes and patching have been completed in recent years to keep the road from getting worse. The streets total of approximately 3.4 miles and were constructed between 1984 and 1989.

General Project Information
Project Updates
This week in phase one, the contractor is working north to south to reclaim the roadway. Reclaiming means grinding up the pavement to turn it into a gravel surface. Reclamation will be completed this week. Crews will follow the reclaiming work with curb removal. Utility crews will then excavate each gate valve to replace bolts on the valves. This excavation work along with storm sewer inlet replacement will begin later this week.
- Also, this week in phase one, the contractor will begin building the new roadway. The work will start on Mississippi Drive near Idaho and work to the south through phase one. During this process, they will dig the roadway area down 11” to make space for the new roadway gravel and bituminous section. When working in front of homes, there will be significant drops at the end of driveways. Please do not drive over unless ramped with soil. Driveway access will be limited while working but restored at the end of each day.
- In phase two, there will be minor utility work. Xfinity and CenterPoint will make improvements to their networks before the roadwork starts. This will involve underground work in the space behind the curb where their existing facilities sit. Phase two street work will begin mid-May.
- This week in phase one, the contractor is continuing the installation of storm sewer structures. The rebuilding of the new gravel section under the road is on schedule to be completed over the next two weeks. Next week, the concrete contractor will be forming and pouring the removed concrete curb in areas where the new gravel section has been completed. Please note that while working on the gate valve bolt replacements in phase one last week, the contractor encountered rapidly deteriorating gate valves that are not able to be salvaged and will need to be replaced. This work will lead to water main shutdowns that will be coordinated with residents via door hanger notification at least 24 hours before the shutdown. We will also send an electronic notice to residents who have subscribed to receive the daily Champlin Project emails. Please understand that unforeseen emergency shutdowns are unexpected and we apologize for the inconvenience they cause residents. We are working with the contractor to strategically and efficiently coordinate the upcoming shutdowns to limit the overall downtime by replacing multiple valves at once. The remainder of the gate valves are scheduled to be completed by April 26th.
- In phase two, there will be a small amount of utility work by Xfinity and CenterPoint over the next two weeks. They will be making improvements to their networks before the roadwork starts. This will involve underground work in the space behind the curb where their existing facilities sit. It is estimated that the city’s contractor will not start street work until mid-May in phase two.
- This week in phase one, the contractor will complete the storm sewer improvements. The rebuilding of the new gravel section under the road is on schedule to be completed by Friday, April 26th. The concrete contractor will start forming and pouring the removed concrete curb in areas where the new gravel section has been completed. Gate valve replacement continues. This work requires water main shutdowns. These are coordinated with residents via door hanger notification at least 24 hours before the shutdown. We will also send an electronic notice to residents who have subscribed to receive daily Champlin Project emails. Please understand that unforeseen emergency shutdowns are expected, and we apologize in advance for the inconvenience they cause residents. The remainder of the phase one gate valves are scheduled to be completed by Friday, April 26th.
- In phase two, there will be utility work by Xfinity and CenterPoint over the next few weeks. They will be making improvements to their networks before the roadwork starts. This will involve underground work in the space behind the curb where their existing facilities sit. The city project will start today, April 24th, with utility work. This includes improvements to the storm sewer system, sanitary sewer manholes, and water system gate valve replacement. As noted above, gate valve replacements require water main shutdowns. These will be communicated via door hangers at least 24 hours before the shutdown. The pavement removal work for phase two is estimated to begin May 8th.
- This week in phase one, the contractor is shaping roadways in preparation for paving. Paving is scheduled for the week of May 6th, weather permitting. There are a few gate valves just outside of the project area located at West River Road and Hampshire that will be replaced during the week of May 6th as well.
- In phase two, the contractor is working towards the completion of gate valve replacement and storm sewer system improvements. The pavement removal work is scheduled to start around May 8th, weather permitting.
- This week in phase one, the contractor is shaping the roadway in preparation for paving. Paving is scheduled for the week of May 12th, weather permitting. The lighting contractor continues to drill in electrical and install bases for the new street lighting.
- In phase two, CenterPoint Energy has started work on improvements to its gas system. The city contractor is completing storm sewer system improvements. The pavement removal work is scheduled to begin May 15th, weather permitting.
