Cannabis
Cannabis Ordinance & Regulations:
In 2023, the Minnesota legislature passed a new law that legalized low potency hemp edibles and adult–use cannabis. This law established a regulatory framework for the cannabis industry including regulations, licensing, and registration (MN Statute 342.22). State statute requires all cannabis businesses (including low potency hemp edibles) to register with the city and be licensed by the state.
In December of 2024, the City Council adopted an ordinance regarding cannabis business regulations which took effect on January 1st, 2025. Cannabis related ordinances can be found in Chapter 30, article XIV and Chapter 126, sections 244, 268 and 270.
Low-Potency Hemp Edibles:
Starting July 1st, 2023, all sellers of taxable cannabis products must register with the MN Department of Revenue to remit the cannabis tax. Businesses selling low-potency hemp edibles (hemp-derived cannabinoid products containing THC, CBD, or both) are required to submit an application to the Office of Cannabis Management.
Zoning:
Low-potency retailers are allowed with C-2, CH, and CN zoning. Low-potency manufacturers are allowed within I-1 zoning. Allowable low-potency hemp edible business zoning can be found in sections 126-244 and 126-268 of the city code.
Adult-Use Cannabis:
An applicant for adult-use cannabis must first contact the Office of Cannabis Management to start the application process. Champlin allows two registrations for cannabis retailers.
Zoning:
Adult-use cannabis retailers are allowed within C-2 and CH zoning. Adult-use cannabis cultivators and manufacturers are allowed within I-1 zoning. To verify the zoning of a property, please see the zoning map. Allowable adult-use cannabis zoning can be found in sections 126-244 and 126-268 of the city code. Additional regulations and buffer zones found in section 126-270 of the city code also apply. Buffer zones include public park attractions, schools, daycares, and residential treatment facilities.
