Utility Billing
Your water, sewer and garbage services are billed the first week of each month. If the payment is received after the due date (23rd of each month), a 10% late penalty will be added to the bill. Water (Billed the month following use)
Residential:
$1.25 Administrative Charge
$2.02 Per 1,000 gallons up tp 16,000
$2.53 Per 1,000 gallons over 16,000
Commercial:

Irrigation:
$2.00 Administrative Charge

Large-User Irrigation:

Meter are read by the city each month between the 5th and the 23rd. Meters are read electronically.
Sewer (Billed the month following use)
Residential
$11.76 minimum per month and $1.40 per 1000 gallons use charge based on the winter quarter usage for December, January and February. Residents with sewer but no water are based on the current city average rather than their personal winter quarter average.
Low Income Residential Rate
$5.84 minimum per month and $.71 per 1000 gallons use charge based on the winter quarter usage for December, January and February.
Commercial, Industrial and metered apartment buildings
$11.76 minimum per month and $2.49 per 1000 gallons use charge Un-metered apartment buildings $17.57 per apartment unit per month
Garbage (Billed the month following service)
Minimum rate due and payable for sanitation service for each living unit per month. the following rates include recycling, Hennepin County Service Fee, and State Solid Waste Management Fee:
90 gal - $22.51 as of 1/1/10
30-gal - $15.00 as of 1/1/10
Residents will need to notify haulers for any additional bags outside of container. Haulers will charge you accordingly for extra pickup.
Owners of Rental Property
The City will bill renters of properties in Champlin as a service, however, any unpaid charges imposed against occupants/renters of the rental property remain the responsibility of the property owner.
Unpaid Utility Charges
Any unpaid utility charges 60 days or more past due at time of certification, are certified to Hennepin County for collection as part of the property tax.
Low Income Residents Rate Reduction
Discount rates for eligible citizens are available for sewer and garbage charges. Contact the Utility Billing Department at 763-421-8100 for eligibility requirements.
Mandatory odd-even sprinkling ban
A mandatory odd-even sprinkling ban becomes effective June 1st through LABOR DAY.
Customers whose house number ends in an odd number may water on the odd numbered calendar days and, customers whose house number ends in an even number may water on the even numbered calendar days. Property owners with private wells are not affected by the watering ban. New sod that has not taken root and new seed are exempt from the ban, and trees and shrubs may be watered with a hand-held hose.
If Champlin residents follow the odd-even sprinkling ban, the City should be able to provide water without further watering restrictions. Going Out-of-Town?
If you are going out-of-town for a period of one month or longer, please contact the Utility Billing Department and provide a forwarding address. Utility billing postcards do not forward like other mail. Thank you!
