Boulevard Maintenance
The boulevard areas of City owned right- of-way adjacent to single and two family properties, shall be maintained by the adjacent property owners. Such maintenance shall meet the following: the ground cover on front yard/side yard boulevard areas shall be similar to the majority of the front yard area, ground cover must be approved by City staff, ground cover may not at any time, exceed 8 inches in height, and must not include any noxious weeds.
Catch Basin Maintenance
The City asks that resident notify the Public Works Department at 763-421-2820 of plugged or blocked catch basins in the streets and that they also avoid raking leaves/debris into these areas.
Crack Sealing
Crack sealing of all City streets is part of the City's Pavement Improvement Management Program. Each year selected streets will be inspected and crack sealed as needed.
Cul-de-sacs
Cul-de-sac plowing will be accomplished with plows or front-end loaders with plows and wings. An initial pass will be made to open the cul-de-sac, pushing the snow to the center and later disbursed throughout the cul-de-sac.
Fire Hydrants
After a major snow build-up in the boulevard, the Utilities Department will attempt to clear access to critical hydrants as personnel availability allows. Residents are encouraged to assist the City by clearing the hydrants near their property.
Mailboxes
The City will reimburse up to $30 for materials to repair/replace a mailbox damage by the snow plows. Installation/labor is the responsibility of the property owner. If damage is caused from the weight of snow, there is no reimbursement. Homeowner must be able to prove that the plow actually hit the mailbox and caused the damage. Resident is responsible for keeping mailbox accessible for postal delivery. For more information or to report mailbox damage, please contact the Parks and Public Works Department at 763- 421-2820.

Right-of-Way Intrusions
The City will not be responsible for items, such as fence, timbers, posts, landscaping and sprinkler systems located in the boulevard. Any items damaged within the City right-of-way as a result of snow removal, would be the responsibility of the property owner, with the exception of the turf damage caused from snow plowing.
Sidewalks/Trails
City Council approve sidewalks or trails, primarily along arterials, are plowed by the City. All others are the responsibility of the property owner.
Signage
The City asks that residents call the Public Works Department at 763-421-2820 to report any missing or damaged signs within the City.
Snow Removal
Effort is made to clear City streets within 24 hours of the start of the snowfall. This requires up to 12 hours of operations for a normal snowfall of 2 to 6 inches, beginning with arterials, collectors follow with residential and cul-de-sac streets. Ice control is ordered as conditions warrant.
Sod Damage
Call Public Works for an inspection. Public Works repairs the area affected if the damage is caused by the plows. For more information or to report damage, please contact the Parks and Public Works Department at 763-421- 2820.
Street Sweeping
The City contracts out for the sweeping of all City streets. This process begins on or about April 1st of each year and takes approximately 1 week to complete.
