National Pollutant Discharge Elimination System (NPDES II)
The City Council approved the plan to implement the Phase II Permit for the National Pollutant Discharge Elimination System (NPDES II) on April 28, 2003. The implementation of this NPDES Phase II Permit was required by the Minnesota Pollution Control Agency (MPCA), which is the enforcement arm for the U.S. Environmental Protection Agency (EPA.) This was a requirement of all cities in Minnesota with a population over 10,000. The core of Champlin’s NPDES Phase II Permit is the Storm Water Pollution Prevention Program (SWPPP), a plan that commits the City of Champlin to an array of obligations in each of the following six areas:
- Public education and outreach
- Public involvement and participation
- Illicit discharge and elimination
- Construction site runoff control
- Post-construction runoff control
- Pollution prevention and housekeeping
The overall purpose of the NPDES Phase II Permit is to make local agencies more innovative and more cost-effective in their protection of lakes, streams, and wetlands. The permit is set up to provide a stronger collaborative relationship between cities and other entities toward these goals. A major part of this program is the education and public involvement and notification of residents of its annual report and annual public meeting. In effect, cities are being made responsible for any work by developers and builders within its boundaries.
Staff is currently completing the second year of the five year permit implementation process (2006-2010.) At the end of the five-year permit process, the City will need to reapply for the next NPDES II Permit. To meet the six Minimum Control Measures, there are procedures that are called Best Management practices (BMP’s) that are used to provide Measurable Goals. The next annual report will need to be submitted by June 30, 2008 and every year after on the June 30th date.
